India Digital Literacy Index Project

International organizations, think tanks, and governments are launching initiatives to train people in digital skills and improve their proficiency. The vision of the Government of India's Digital India Program is to transform India into a digitally empowered society and knowledge economy. Several initiatives and schemes such as the National Mission on Education Using ICT, the National Digital Literacy Mission (2014-2016), the Digital Saksharta Abhiyan (DISHA; 2014-2016), and the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA; 2017-), aim(ed) at enabling digital proficiency among citizens, especially in the rural areas (PMGDISHA). Several NGOs and companies are also working in this sphere.

In light of this, there is a need to investigate the current levels of digital ability among Indians in order to ensure the efficacy of technological advancements and provide appropriate government, corporate, and social interventions. The India Digital Literacy Index Project aims to conduct a national survey to check the current levels of digital literacy in India and continue doing it on a periodic basis to track the change on a longitudinal basis. The project will initially develop a scale appropriate for measuring digital literacy, conduct regional and national pilots, and then carry out the national survey in the coming two years.
